Api-ms-win-crt-runtime-l1-1-0.dll error how to fix
On older Windows 11 and 8.1 operating systems, when launching some applications from Adobe, an error occurs due to the absence of the api-ms-win-crt-runtime-l1-1-0.dll file. We'll show you how to fix it using Windows 11 x64 as an example. For other operating systems, the solution will be exactly the same, you just need to install the correct update.
Cause
Windows 10 introduced the Universal CRT, on the basis of which Adobe releases its products supplied in the Creative Cloud package. It is an integral part of the "Tens", and in Windows 11 and 8 the Universal C Runtime is integrated through a special update under the number KB2999226.
During the installation of programs from Adobe, everything happens normally, and when they are launched, it starts checking for the presence on the computer of the files necessary for their operation. Api-ms-win-crt-runtime-l1-1-0.dll, of course, is not detected, and the user is informed that, due to its absence, the program cannot be started.
The file, although it has the dll extension, is not a dynamic library. This is an API that contains in its toolkit a set of modules known in the development environment as the ApiSet Stub DLL.
To fix the error, you need to download and install KB2999226, and in order to avoid other similar problems, at the same time we will update the Visual Studio environment, which is necessary for the operation of many applications, including those from Adobe.
Downloading the update
You can get an update through the Update Center, but we will go the other way for a number of reasons (the main one is that we won’t have to give up dozens of updates imposed by Microsoft). Download its offline installer to your computer or laptop and integrate it into the system.
If you use Windows 11, Universal CRT requires SP1 update, for G8 - S14.
- After fulfilling these requirements, go to the Download Center on the Microsoft resource.
- Select the language and click "Download".

- After redirection, select "Click here" if the download of the archive does not start within 30 seconds, otherwise we wait for the operation to complete.
The archive includes offline installers for all supported operating systems.
- We hold down the buttons [knopka]Win[/knopka] + [knopka]Pause[/knopka] and in the circled line we look at the bitness of our OS.
- Open the archive with a double click or through the archiver and run the file corresponding to the version and bitness of your operating system.
The text document UCRT ReadMe.rtf contains information about the compatibility of update files with operating systems. For our "Seven" 64-bit, Windows6.0-KB2999226-x64.msu is suitable.
All further actions are carried out automatically.
- After completion, restart the computer and update Visual Studio, as shown in the section below.
Download offline update
The method of installing the C runtime environment differs from the previous one in that we will only download an update suitable for our PC.
- Open the Microsoft Download Center page.
We select the required package based on the information received in the "System" window (opens [knopka]Win[/knopka] + [knopka]Pause[/knopka]).
- After receiving the file, execute it and also restart the computer.
Installing Visual Studio
We coped with one side of the problem, now we will not allow the second. Not all users install system programs on a computer: codecs, various libraries and environments for executing programs. Let's fix this.
- Open the link and click "Download".
- We mark with a flag the distribution kit of the same bitness as the one used by Windows (x64.exe for x64 or vc_redist.x86.exe if a 32-bit system is installed) and load it.
- We execute the downloaded file and accept the terms of the license agreement, and after activating the "Install" button, click on it.
- We close the window and work.
If an error with the code 0x80070666 appears during the deployment of VS, uninstall its previous version and install it again in forced mode.
- The "Run" window or the command line will help us with this: we enter and run the command "C:\download\x64.exe /layout switch", where we specify our own path and name of the update.
